This could be because you are using the dwell time on the website to trigger the Pop Up and specifying the pop up to trigger greater than a number of seconds.
When using the greater than time to call a Pop Up, this value will be the minimum amount of time before the pop up is called. If you would like to specify an exact time for the pop up to be triggered use the between times to specify when you would like the pop up to trigger. For example, I would like my pop up to show after 10 seconds then specify between 9 seconds and 10 seconds.
